emacs, Utilities, emacs 21.2.3 text editor port

EMACS21_2.ZIP contains the bulk of the editor source, while
EMACS21_2_IVMS.ZIP contains files specific to OpenVMS.

Unpack the EMACS21_2.ZIP zip archive, and look in the VMS
subdirectory, and look at the files in EMACS21_2_IVMS.ZIP.
