The WATCHPOINT UTILITY maintains a history of modification that are 
  made to a particular location in shared system space.   The WATCHPOINT 
  command interpreter (WP) issues $QIO request to the WATCHPOINT driver
  (WPDRIVER) from commands that follow the standard rules of DCL grammar.
