The BUGCHK privilege allows the process either to make bugcheck
error log entries from user, supervisor, or compatibility mode (EXE$BUG_CHECK)
or to send messages to the system error logger ($SNDERR). Restrict
this privilege to HP-supplied system software that uses the Bugcheck
facility.
