Have you been sure to get and apply Richard Levitte's patches for the OSU SSH Server? For example, you definitely need the files from the [.PATCHES.OSU-SSHD.014A3] directory to build the most current version of the SSH Server. [Caveat: here I mean the 1.4A3 version of the SSH Server. Dave Jones has just released a 1.4A4 version for which the patches may, or may not, be entirely correct.] I've had no trouble whatsoever with FISH across OpenSSL (and SSLeay) releases.
