  Incrementally more work creating the KITINSTAL and PCSI files and
  testing is involved -- until folks have largely moved off of V7.1.

  There is a MOUNT kit underway for problems found with CD-ROM labels

  VMSINSTAL ECO kits are not to be used for V7.1-2 and later, as they
  do not follow the tracking mechanisms -- regressions can thus arise.
  (I suspect the reference to "other problems" was a reference to the
  VMS$INSTALL_UPG_DATA.COM widget, and there is more involved to using 
  VMSINSTAL ECO kits on V7.1-2 and later than just that.)
