I did a bit more digging and found what appears to be the solution: ftp://vms.gnu.ai.mit.edu/gnu-vms/software/contrib/rcs-5-6.errors This note from Frank Tolstrup explains that RCS 5.6 contains a "bug" that causes it to fail in VMS on files with names that are 8 or 24 characters long, and clearly "test.for", etc., fit that description. The note contains a patch for rcsfnms.c that fixes the problem. I just tried it and it appears to work. I hope this post helps others who encounter the saame problem. Cheers, Stephen Kerr.
