A friend had an AS200 with a dead battery (and be careful with the battery holder; on mine the top springy contact was loose and I got dead battery symptoms too) that was misbeahving badly, including blackout of the screen, inability to load firmware (though not your APU error), etc. His battery was measuring about 1 volt when he replaced it; after that thng started working again. Also found (from your earlier posts and my own attempts to upgrade my AS200 to full flash) that the system is extraordinarily picky about the type and brand of flash ram used. Forgive me if you've posted this before, but what type is in the two sockets? Mine is now finally working with genuine AMD AM28F020-120JC chips (I understand -150 will also work). CTi chips were not recognized at all, and a friends 'noname' flashroms (which were supposed to be compatible with the AMDs) allowed me into the update utility but complained when I tried to 'list'.
