I don't use decwindows eve, but I believe you need to create a TPU.DAT
file in DECW$USER_DEFAULTS (default location is SYS$LOGIN) that contains
the following line:

Tpu*littleFontSetName:  -*-courier-medium-r-normal--12-*-*-*-m-*-iso8859-1

You may also want to set the "Tpu*bigFontSetName" and "Tpu*gsFontSetName"
resources.
