     The AACRT060 kit doesn't just add DECC$SHR, it also replaces
VAXCRTL.  In this case, the vaxcrtl.exe included in the aacrt060 kit
is linked against cms$tis_shr.exe.  Since the latter didn't exist in
VMS V5.5-2, it doesn't get installed as a known image by default
during system boot.  So images installed with privileges and linked
against vaxcrtl, like decw$loginout, won't activate unless/until the
crt$startup procedure from aacrt060 is executed to install the extra
shareable images.
