Boot it as any other VMS system disk:
  >>> BOOT DKA400:
for the CD drive on SCSI ID 4 for example.

To INSTALL 7.1 from CD, follow the instruction in the VMS 7.1 installation
manual, it says especially to boot from root SYS1 , i.e.
  >>> boot/10000000 DKA400:
