NTFS does not support IRP_MJ_FILE_SYSTEM_CONTROL/IRP_MN_VERIFY_VOLUME, nor does it attempt to check for changing of the media. Thus, an external application can ASK NTFS to dismount, but NTFS will not handle the case properly where the media is forcibly removed - unlike FAT or CDFS which do handle this case. Since NTFS doesn't have a concept of having "state" for a volume that is not mounted, it doesn't need the concept of a volume being "mounted" or "not mounted". Thus, NTFS supports dismounting any volume (removable or otherwise) but does not support media which can be removed from the drive (what I called "removable media".)
