Specifically, the bug was introduced in the move from VAX C to DEC C.  I was
able to fix it by downloading the source (/pub/VMS/vmstar.share from
ftp.digital.com), and changing all occurrences of "wait" to "waitflag".
Evidently DEC C has a problem with variable names which are also names of 
procedures in its runtime library.
