Thanks!  That fixed it.

I was able to do outgoing SSH immediately.  However, incoming would 
always fail with "Permission denied (hostbased)."

I changed TCPIP$SSH_DEVICE:[TCPIP$SSH.SSH2]SSHD2_CONFIG. from:

#       AllowedAuthentications          hostbased,publickey,password
        AllowedAuthentications          hostbased

to:

        AllowedAuthentications          hostbased,publickey,password
#       AllowedAuthentications          hostbased

and things work!!
