This is a queued messaging system something like DECMessageQ
available in source for VMS here.

Please note that the entire development environment was cloned and stored
under the sub-directory IQR28A.  This was done since the folks at Compaq
decided to change many of the threads routines and their associated constants
without regard for any backward compatibility.  Be advised that some of the
source code under the IQR28A tree will not compile under OpenVMS 7.3 and
greater.

The first release of the IQR code which is compatible with OpenVMS 7.3 is
IQR V2.9.
