I haven't yet had the time to look into Compaq's port of Xerces/Xalan
(http://www.openvms.compaq.com/openvms/products/ips/xml/) , but expat
v1.95.1 (http://expat.sourceforge.net/) doesn't need too much tweaking
to get compiled under VMS.
