Looks like the ENABLE-IDE.COM file is not linking it against the image
SYS$SHARE:IOGEN$SHARE.EXE

Try 

$ LINK/SYSEXE ENABLE-IDE,SYS$INPUT/OPTION
SYS$SHARE:IOGEN$SHARE.EXE/SHARE
