The behavior is controlled by OPTIONS->KEYBOARD

[ ] Comma Key sends , <

Then apply the change.

After which you can save the change using the Options pulldown menu
again.

Or if you know the resource name, you can edit the DECW$TERMINAL*.DAT
file that your DECterm is using.
