Hello, a DECUS France member have written a DCL script to create, populate and
update a local root on the local disk of a satellite (or in a RAM disk).

You can find it at ftp server ada.cenaath.cena.dgac.fr :

The kit contains the DCL procedure and two example data files containing a
list of hot files for VAX VMS 5.5-2 and AXP/VMS 6.1

The author is Jean Pierre Petit.

BTW, ada.cenaath.cena.dgac.fr anonymous ftp server is now available !!!
