Close.  What it should be is:

         x/x.y.org:\
         vmsnet,comp,gnu,news,\
         world,na,usa,ca,ba,to.ssi\
         :B:NEWS_MANAGER_DEV/[POST_UUCP$CMPRS_X.Y.ORG]NEWS.BATCH^B

Which says don't feed things that have been seen by either x or x.y.org.  The
piece following x may be a comma separated list if you wish.
