You do not need a package to do that. Use a small program written in
any language to insert the following 3 lines in the top of the file:

%!PS-Adobe-2.0 EPSF-2.0
%%BoundingBox: 0 0 612 840
%%EndProlog

and voila the file is valid encapsulated postscript !

If you want to write a little more, then you can use the following
skeleton:

%!PS-Adobe-2.0 EPSF-2.0
%%Title: <title>
%%Creator: <name>
%%CreationDate: <date>
%%BoundingBox: <place f.ex. 0 0 612 840>
%%EndComments
%%EndProlog
<postscript>
%%Trailer
