Whether or not this is to be permitted under the terms-and-conditions is something I will leave to the grand masters of LMF administrativia... The license unit requirements table is in the OpenVMS release notes (or in the release notes addendum), and this will tell you the LURT requirements for each processor. The best spot to fathom just what LMF licenses are available and what licenses are required and how to decode license part numbers is (hidden) in the US Price Book. When you purchase a 7000-xxx you will receive an OPENVMS-ALPHA license with the appropriate number of units for that CPU and an Activity Table Code of "A". For each CPU card you add to the system, an additional 100 units is required. If you purchase a specific number of users, it will be reflected in a OPENVMS-ALPHA-USER license with an Activity Table Code of "Constant=100" and 100 units per user. If you purchase unlimited users you will receive an OPENVMS-ALPHA-USER license with an Availability Table Code of "A" and the maximum number of units within the 7000-6xx or 7000-7xx range (1000 or 1900). This allows the addition of CPU cards with no additional user license cost or action."
