Try the following entries in your CONTROL file:

!+
! -- if you are running this on a VAXcluster, you must specify
! -- which node will be the execution node for the queue defined by
! -- the logical UUCP_BATCH_QUEUE (defaults to UUCP_BATCH). If you are
! -- not on a cluster leave this defined as "-" . (If you convert
! -- to a cluster environment later, don't forget to change this.)
!-
UUCP_BATCH_NODE                                   NODE1,NODE2
!+
! -- This defines the number of UUCICO "daemon" jobs that you
! -- want to have running, these jobs handle outgoing calls.
! -- One is the default, however, if you have more than one modem and
! -- sufficient traffic, more may be warranted.
!-
UUCP_BATCH_UUCICO_CALLOUT_JOBS                    2

port            ACU hayes       node1$tta2:     19200   l
port            ACU hayes       node2$tta3:     19200   l

I'm pretty sure that what we shipped for 2.0 will do the right thing after the
next time you do a:

        $ @UUCP_BIN:UUCP_SYSTARTUP

If things don't work just right with the queue setup, then perform the
following commands:

        $ STOP/QUE/RESET UUCP_BATCH
        $ DELETE/QUEUE UUCP_BATCH
        $ @UUCP_BIN:UUCP_SYSTARTUP
