    The STARTUP process is created with an hard-coded list of quota values.
    Any quotas no specified will be taken from the PQL_D<mumble> values; and
    hard-coded values may be overridden by setting the PQL_M<mumble>
    parameters.

    Here is the list of hard-coded quota settings for the STARTUP process as
    of VMS V5.5:

	PQL$_ASTLM	    10
	PQL$_BIOLM	    10
	PQL$_BYTLM	    32768
	PQL$_CPULM	    0
	PQL$_DIOLM	    10
	PQL$_FILLM	    60
	PQL$_PGFLQUOTA	    20000
	PQL$_PRCLM	    8
	PQL$_TQELM	    8
	PQL$_WSDEFAULT	    100
	PQL$_WSQUOTA	    200
	PQL$_WSEXTENT	    1000
	PQL$_ENQLM	    100
	PQL$_JTQUOTA	    1024

    Remember, the only way to override these specific values is by setting the
    corresponding PQL_M<mumble> parameter - when then defines the minimum
    value for ALL processes.  All others can be controlled with the
    PQL_D<mumble> parameters.
