If you have a C compiler on your system, you can compile the current release of
GNU EMACS.  This will result in a terminal-oriented version of EMACS which does
not make use of DECwindows.  If you do not have a C compiler, you can obtain
the GNU C compiler first -- precompiled binaries for the VMS port of GCC 2.2.2
are available on mango.rsmas.miami.edu.
