To summarize: Add 2**17 = 131072 to the SYSGEN parameter TTY_DEFCHAR2 (with the default of 4098, the new value is 135170 decimal), "write current", and re-boot. For those who like to patch a live system: There is no point in modifying UCB$L_DEVDEPND2 of the template UCB, since that will be (essentially) overridden by the value in UCB$L_TT_DECHA1 (TTY extension), so the latter is the place to patch.
