Mail sent to VN%"badsite!user" just gets queued up to badsite,
even though we don't call them, don't have them in the paths. file,
etc.  Mail sent to VN%"user@badsite" fails as it should.  

Mail sent to VN%"nonneighbor!user" doesn't make it either, 
even though nonneighbor is reachable via a known connection; 
it just gets queued up for nonneighbor.  But VN%"user@nonneighbor" 
works fine.  

In both cases, if we get a route that specifies a site that we don't talk
to, we should scan the route for the first site that we DO talk to.

Carrier got dropped on a call, but the thing kept trying for far
too long.  Fix it so it gives up when CD drops or after some reasonable
number of retries.
