The filter program is intended to run in a cluster environment.
Run as a subprocess on every operator's console in the cluster
it will filter out most broadcast messages from other nodes
in the cluster.  This will save much aggravation, headaches from
beeping consoles, and wasted paper.

[.syslib]
This area contains useful routines which make using system services
easier or perform functions not available as system services or
run-time library procedures.  Print userlib.mem for more detailed
information.
