	If you set host to another VAX and attempt to OBSERVE someone
	there who has also set host from another location you may crash
	the system you have set host to.

	This version of OBSERVE is designed only to run on VAX systems
	operating under VAX/VMS version 4.x.  It will only function for
	monitoring from a DZ11 or DMF32 port to another DZ11 or DMF32
	port on the same host.
