This submission includes 2 programs.

TAPECHECK is a program designed to quickly and inexpensively test the
data reliability of a magnetic tape.  This is a later release of the
same program submitted to an earlier DECUS tape, I think Fall 82.

SETUSER is a program similiar to the unsupported utility that existed
on VMS V2.0, but vanished with VMS V3.0.
