Skey is one of several products which can give secure _authentication_, that is, not expose the user's password, during the initial login dialog. These generally work by using a one-time password which, if captured, does the capturer no good. For secure, that is, encrypted telnet, you'll want to look into the VMS port(s) of SSH. There is an SSH server being developed at OSU by David Jones (of OSU HTTP Server fame), and an SSH client called FISH being developed by Richard Levitte.
