	I tracked down the answer to my question, and am posting it here
for others:

	0veronical.ctl will work on VMS.  (Note that current checks for
/no-index and /ver-url fail because the the Unix-specific lead slashes).

	So here's the sample veronica.ctl, with the above info added:
