In possibly related news, that fine upstanding IT journal The Register
reports that a US bodyshop has been given a $45K penalty "over claims
it discriminated against legal US residents by advertising only for
developers on H-1B visas." The comments are at least as interesting as
the article itself.

Actually found on VMS V8.3 with help/mess dup (is this a bug?):
DUPLNAM, duplicate name
Facility: SYSTEM, System Services
Explanation: This message can occur under either of the following
circumstances:
o A process name specified in a request to create a process
duplicates the name of an existing process executing with
the same group number. Process names must be unique within
a group.
o A global section name specified in a request to create a
global section duplicates the name of an existing global
section within the system. Global section names must be
unique within a group for group global sections or unique
within the system for system global sections.
User Action: Specify an alternative process name or global section name.
Check whether the existing process or global section with that
name should be deleted. If so, use the DCL command STOP to
delete the process or use the system service $DGBLSC to delete
the global section.

Normal RMS (such as used by simple edit) does not do this.
It takes a DECCRTL or similar 'smart' tool, to mess this up.
You have an account on eisner (or an other system with perl) right?
Try this:

When you use TCPIP$CONFIG to look at the core environment (option 1),
does it show domain, interfaces etc in a way that looks reasonable ?
If this all fails, suggest you look at:
$DIR SYS$SYSTEM:TCPIP*.DAT*
the CONFIGURATION.DAT one contains your interface definitions. (stuff
done with SET CONF). It also contains which services are to be started
by default.
You could delete this file and re-run the TCPIP$CONFIG and repopulate
the core environment.
Are you able to PING ? Traceroute ? (@SYS$MANAGER:TCPIP$DEFINE_COMMANDS
to define those commands).
Does TCPIP> SHOW DEV provide any BG devices, or some error message ?
Does TCPIP> SHOW NAME provide any meaningful output ?

I may try that. I have noted that changing the HOST file is not as easy as
it used to be. Removing entries is not straight-forward. I may remove
that
too.

Yes, but it also has the old IPs for the servers, rerunning BIND doesn't
remove them.
I am really not fond of these interfaces, very cumbersome.
